A budget with a few surprises, but the focus should be on the big fiscal numbers. Borrowing up, productivity down, growth down. George Osborne has missed the second of his three targets from last year, with debt going up as a proportion of GDP. His final target, to have a surplus by 2020, is now under threat and it is unclear where the cuts to meet this will come from.

The biggest spending was on tax cuts, with billions spent on income tax cuts, a completely unnecessary further slashing of corporation tax to 17 per cent and massive reductions on capital gains tax – already being dubbed a tax cut for tycoons.

A tax on sugary drinks will grab headlines, but there was nothing for manufacturers, nothing on childcare, nothing to help the WASPI women.

It was billed as a budget for the next generation, but it is the next chancellor that will pick up the bill.

The noises coming out of the Treasury are that this will be billed as a budget ‘for the next generation’. So expect Osborne to emphasise measures around education, help to save and home ownership.

But this does not fit with his retreat from reforming pensions tax relief for wealthy pensioners, which could have been used to extend childcare or boost savings for lower earners.

A lot of focus will now turn to the detail on how much Osborne is really intending to spend on childcare and education, and whether he will do anything meaningful to reform the housing market.

Times reporting that they will reduce capital gains tax for second home-owners.

They will spin this as a solution to the housing crisis, but it is a HUGE tax cut for those who have profited from the crisis.

It is unbelievable that Osborne thinks the people most in need of a tax cuts are those with second homes. He should spend the money on increasing supply.

Delivering a budget is always a careful art. The chancellor faces many constraints: a bad forecast or a sudden drop in revenue can change the shape of the announcement dramatically. It is also difficult to turn what is often a hodge-podge of minor tweaks and revisions into a coherent story about government policy.

Analysing a budget is no less difficult. You have to know what to look for, and be alive to the tricks the government might employ to throw you off the scent of any hidden devilry in the red book.

This budget is particularly tricky for George Osborne. The £27bn he famously ‘found down the back of the sofa’ last time around seems to have vanished as the economy underperforms expectations. He is caught needing more cuts, but also wanting to deliver big tax cuts to appease the Tory members of parliament and voters who will determine his chances of being prime minister.

What to look out for:

  • Debt/GDP. It was the only one of Osborne’s targets left standing at the end of the last parliament, and he may be about to fail it after less than a year this time. Osborne promised to get debt falling as a percentage of GDP by this year, and has even flogged nearly £31bn of UK assets to try to make this a reality. But with the collapse in the share price of our financial assets, and growth looking weaker than expected, will he miss his own target yet again? I wrote about this on Monday, and the Financial Times have led with it today, so it looks a good bet.
  • Business rates. We have some of the highest property taxes for businesses anywhere in the world and, with the world of business changing rapidly, the system is in need of a thorough review. Osborne’s review is due to report and, because the changes have to be fiscally neutral, he will have to choose which sector to help. High streets and retail, especially in northern towns where rates can be double rent or higher, have been pushing for reform for a while. But manufacturers will be hopeful that Osborne will respond to the troubles facing the steel industry by exempting planted machinery from rates.
  • ‘Life chances’. This is the prime minister’s watchword at the moment, his legacy project. You can expect the phrase to be used multiple times by Osborne, with a variety of little measures spun as being about improving life chances. Cash for extending the school day and tackling homelessness has already been leaked; expect more in this vein.
  • Cuts and tax rises. Osborne has said he needs to find an extra £4bn in cuts in this budget if he is to remain on course for a surplus in 2020, more if he goes ahead with income taxes cuts by raising the personal allowance and the 40p band. The problem is there is not much left to cut that would not make his own side flinch. Osborne retreated after rumours that he would raid pensions went down badly with Tories, but measures such as raising fuel duty would be equally unpopular.

 

What he should do:

  • Support manufacturers with business rates reform. The current system is perverse. Manufacturers are actively discouraged from investing in their sites because doing so raises their rates. It is crippling whole industries and holding the economy back. This must change.
  • Action to help savers. Rachel Reeves has written about the savings crisis facing the country and has proposed a flat rate of pensions tax relief, a policy that would have significant benefits to low earners without placing an extra burden on taxpayers. It looks as though Osborne will resurrect Labour’s ‘Help to Save’ policy that he cancelled in 2010, calling it ‘unaffordable’. But more than this will be required if he is serious about defusing the savings time-bomb.
  • Extension of childcare. If he really wants to help ‘life chances’, then childcare is the obvious place to start. Liz Kendall has powerfully made the case for early interventions, and I have written about how extending free childcare would be an effective labour market intervention, as well as big boost for educational inequality.
  • WASPI. How can a chancellor preach the importance of saving, but then continue to penalise women who have worked all their lives with unfair pension changes? If Osborne does nothing for the WASPI women then it will be a missed opportunity.

 

And finally …

Leaking the idea of converting all remaining schools into academies is clearly intended to distract attention from a miserable budget, but this is a fight for another day. Labour must not fall into the trap, today is a day for holding Osborne’s feet to the fire on his economic failure.

The first Tory budget since Autumn 1996 has just finished. Harriet Harman has replied on behalf of the Labour party and promised a ‘new kind of opposition’ that will avoid the temptation to just oppose the government. She – and the rest of the Labour frontbench – will now be hoping this unfolds. Each of the Labour leadership candidates will be keen to provide their response. Will they keep to Harman’s promise about the style of opposition that will work for Labour?

First look sees Liz Kendall go straight for the contradictions in the chancellor’s statement and their lack of competence as she points out they are offering the 2011 living wage in April 2016. Yvette Cooper has jumped on a cut to oppose – grants for students – which will be good for the selectorate, but could be a hostage to fortune with the electorate if it looks like Labour will return to just opposing cuts. Andy Burnham has returned to a theme he has tried in own in the campaign – the plight of young people. Jeremy Corbyn has not lead on austerity – I am sure this will come – but focused on tax evasion. I am sure there will be more.

Today’s liveblog – see below – has included excellent contributions from Stuart Hudson, former adviser to Gordon Brown, and Claire Reynolds, a councillor on Tameside council.

The former points out that:

Osborne has laid his trap. He promises there will be a Commons vote on his new fiscal charter in the ‘autumn’. What’s the betting that he times it for the week between the new Labour leader being elected and the start of the party conference season?

Will he be right?

The latter goes to the heart of the politics and Osborne’s intension to cause the Labour party maximum damage:

The Tories clearly have one strategy: where the Labour approach was strong in the last parliament, adopt and assume leadership on the issues. This leaves the areas where Labour was weaker further more exposed.

Will it work?

The leader of the opposition has the hardest job on budget day. You have to respond to the chancellor’s speech before you have even seen the red book, and all while you are being barracked by hundreds of Tory members of parliament.

In Harriet Harman’s case there is an added challenge. As an interim leader after an election defeat, she cannot simply repeat the economic policies which were rejected by the public in May, but neither does she have the mandate to set out a new direction for the party. Instead, she has rightly focused on exposing the contradictions in George Osborne’s professed ‘one nation’ approach and attached his neglect of some of the big long term decisions, especially on infrastructure.

Faced with an impossible task Harman has acquitted herself well in the chamber just now, and this follows a series of strong performances at prime minister’s questions and a bravura performance in the debate on the queen’s speech in June. She is once again doing an excellent job as leader and the party owes her a debt of gratitude.

Now attention will turn to the views of the Labour leadership contenders – as it is the new leader who will face the challenge of winning back trust on the economy, and it is a task they must start on day one.

As trade unionists, the third sector and anti-austerity campaigners take to Twitter to understandably highlight the extent of the likely impact of this latest assault on the welfare state, it is hard to deny the barnstorming nature of Osborne’s conclusion. A ‘national living wage’. A claim to be the party of working people. A long budget speech, but packed with content. The Conservative party leadership contest has just began in earnest.

Harriet Harman’s steadiness and reliability are to be our strength today. Any other spokesperson might be expected to falter in the face of both unexpected giveaways and sheer hubris over our dividing lines.

Echoes of Liz Kendall inform Harman’s opening gambit that, ‘We best serve the country by being a grown up and constructive opposition’. But our primary argument that moving to a higher paid economy is the better route to reduce the social security bill regrettably sounds weakened following Osborne’s announced ‘national living wage’.

We have been off-footed. Our response over the next 24 hours could determine our success over the next 12 months.

The chancellor is on stronger ground when he says that that workers deserve a pay rise and that the minimum wage should rise.

But let’s wait for the detail as there may be less to it than meets the eye. If the national living wage is going to be £9 an hour by 2020 – in 2020 prices rather than 2015 prices – it may be worth rather less than the living wage, as calculated by the Living Wage Foundation.

The chancellor has sat down but the 24 hour budget ‘spin cycle’ is really just beginning.

Up until now, Osborne has held all the cards. He stood up knowing what was in his budget and how he wanted to announce, or hide, each measure. Harriet Harman now has to respond without even having seen the red book of budget decisions.

But over the next few hours, the balance changes. Labour’s talented research team will pore over the documents to work out where the weaknesses are. When they spot them and brief the media, it can be hard for the government to fight back if the key Treasury officials has slipped out to the Red Lion after weeks of working flat out.

We will get a sense of how all this is playing out by the time of the evening news bulletins, and shortly afterwards when the first editions of tomorrow’s papers come out.

And so to the crux of today’s debate: the assault on working tax credits. The chancellor highlights how the level of public expenditure in this area has ballooned since New Labour introduced them. There is no escape from this truism, nor should a progressive party look to find one.

In Greater Manchester, despite upwards of 40 per cent cuts to local authority budgets, overall public expenditure for the city region only fell from £23.3 billion in 2007/8 to £22.7 billion in 2013/14 solely because the increase in welfare expenditure outpaced even the rapid cuts to local government budgets. We have inadvertently robbed Peter to pay Paul, and the irony and short-termism is evident.

Each side has an elephant in the room extremely visible here. The Tories must make a stronger case as to how they will make work pay. Labour must make an equally robust defence as to how we could achieve significant welfare savings whilst avoiding such acute damage to the most vulnerable. The challenge is immense.

The big rabbit out of the chancellor’s hat …

A new, supposed ‘national living wage’. It will start in April and it will be compulsory, £9 per hour by 2020. It sounds like this will replace the minimum wage, but will the Low Pay Commission have oversight of what the level is, or will it be set by government? Is this just a rebrand of the minimum wage? The devil will be in the detail.

‘One budget, one purpose, one nation!’ declares Osborne as he finishes his statement.

The Chancellor announces big cuts in tax credits at the same time as cuts in corporation tax and inheritance tax.

There are two key things for Labour to remember here. First, Ed Miliband was right in his critique of the Tories and their priorities. Second, we only get to implement Labour’s priorities instead if we win the election.

Osborne powers ahead on devolution, announcing fire services, a land commission and children’s services will now fall within the Greater Manchester deal. I welcome these as tremendous opportunities for truly localised decision making.

Credit should be paid to the leaders of Greater Manchester authorities for their quickness to share this opportunity for broadening the city-wide budget and boosting scope for addressing our unique challenges with genuinely integrated public spending.

The necessary and obvious national Labour response must be to go further still. I hope a commissioner for schools and further powers on transport are proffered from our benches.

Osborne also clarifies the roll out of devolution deals across other areas, from Mersyside to the Penines, and beyond to the Midlands and South West.

Interestingly, the chancellor reiterates that elected mayors must be part and parcel of any agreement, quashing rumours that more resistant conurbations may negotiates mayor-free powers. Anyone bruised by this announcement should lick their wounds quickly. The opportunity for a whole new level of public engagement and accountability should no longer be shunned.

The first of those ‘surprises’ I predicted packs a killer punch: permanent non-dom status abolished. This could be the most material element of Ed Miliband and Ed Ball’s legacy. Labour members of parliament were visibly taken aback by this leap into opposition territory.

The Tories clearly have one strategy: where the Labour approach was strong in the last parliament, adopt and assume leadership on the issues. This leaves the areas where Labour was weaker further more exposed.

We have seen this approach on consumer rights, childcare funding and devolution. We now see it on challenging skewed opportunities for the super rich. Labour will need to act quickly to rightfully claim this victories, but further more to join the dots on our remaining policy positions into a more cohesive narrative.

Two steps of offence as defence from the chancellor:

‘As I said they would, those with the broadest shoulders are bearing the greatest burden, for we are all in this together.’ Osborne sets a rosy narrative within which to contextualise the expected announcement on cuts to inheritance tax.

‘The gender pay gap at an all time low’. A clever tactic to take the wind from the sails of Labour’s call for transparency reporting. The extent to which the pay gap has been narrowed is negligible, and more likely the result of the insecurity of the current labour market than a sustainable downhill trajectory.

Doubtless Harriet Harman, a longterm campaigner in this area, will not be thrown by this posturing. But Labour need to focus on why breaking down barriers to women’s fuller participation in all sectors of the labour market is crucial for business success and for growing GDP as well as fairer for families.

George Osborne throws down a challenge to other parties to back a ‘new settlement’ on public spending.  How should Labour respond if we are to win back fiscal credibility?

I explored this issue in the June edition of Progress magazine but the fact is that we will not get a clear answer today.

Public spending – and Labour’s record on it – is a central issue in the leadership election and it will be another two months before our new leader is in place.

That makes it even more important that the new leader moves quickly to set out a position on spending in which the voters can have confidence.  The next Labour leader must define him/herself or the Tories will do it for them.

George Osborne claims that Britain’s economic growth shows that his plan is working – but there is a correlation-causation problem here.

After Osborne became Chancellor in 2010 and cut spending, economic growth fell sharply. Did the spending cuts cause the slowdown? Osborne says no, and instead blames the crisis in the Eurozone.

Let’s assume, for the sake of argument, that he is right.

Having denied that his policies caused the downturn, it is tricky for him to claim credit for the upturn from 2013 on the basis of thosesame policies.

The rebound may have started because of Osborne’s policies, or in spite of them, or there might have been no connection whatsoever. Economists disagree. There is even a case for saying, as Simon Wren-Lewis points out here, that it was the Chancellor’s decision to easethe pace of deficit reduction in 2012 that helped get the recovery going.

Prime minister’s questions concludes with the last laugh going to Cameron:

The Labour party ignored the north for years and they cannot bear the fact that it’s a Conservative prime minister and a Conservative chancellor sitting for a seat in the north west that is putting these issues firmly on the agenda and funding them.

Hard to deny elements of truth in this. It’s time for Labour to lead on this once more and prevent the PM gaining further ground in what is clearly alien territory for them.

Osborne begins with talk of a ‘one nation budget’, a thinly veiled mockery of an abandoned campaign slogan which saw Labour chase it’s own tail at the general election. He moves on to promise a ‘bold’ budget, which will ‘cut the deficit at the same pace as we did in the last parliament’, adding ‘we shouldn’t go faster, we shouldn’t go slower’. Tory confidence in a ‘more of the same’ approach is as predictable as it is disheartening.

The ‘northern powerhouse’ was considered a coup for the Tories before the general election. Local government in our urban centres have shown themselves to deserve new powers – both over public services in their area and their local economies. Labour must falter no more on real devolution, as Claire Reynolds points out. But this government cannot renege on what are just starter proposals. A northern rail solution is key to this to link our northern sites and north-east and north-west coasts and economies.

Progress vice-chair Jonathan Reynolds gets to the numb of the issue at PMQs ahead of the summer budget today:

The decision to indefinitely pause the electrification of the Trannspennine rail line through Stalybridge and Mossley, means my constituents face many more years of delayed trains, cramped journeys and less frequent services. Are these the characteristics of a Northern Powerhouse?

His colleague Jeff Smith of Manchester Withington piles in afterwards. All the prime minister could say is that this is not a ‘stop’ but a ‘pause’. The north have waited too long and can wait no longer.

‘You only have to look at Greece…’

This is a red herring. Britain is not in same position as Greece, just as it was not when Labour left office in 2010.

A crucial factor in Greece’s predicament is that it is in the Eurozone and so does not have control over its monetary policy.  We have our own currency, which was able to adjust after the recession and help exporters, and we have our own central bank. Britain is not going to default on its debts.

Partly because of this, the markets have been happy to lend to the United Kingdom’s government at low interest rates, under both Alistair Darling’s and George Osborne’s chancellorships. Indeed, the worse things got in the Eurozone, the more attractive the markets found the safety of UK debt.

David Cameron has been drawing attention to the UK’s high employment rate – but what he has not mentioned is the role that tax credits have played in achieving that.

Tax credits make it worthwhile for someone to take a job irrespective of their family circumstances.  Cutting tax credits is likely to reverse this effect and lead to more people out of work, as Chris Giles of the FT argues compellingly here.

And there is no reason to think that a reduction in tax credits would lead employers automatically to fill the gap with higher wages.  Gavin Kelly of the Resolution Foundation, and a former colleague of mine in Number 10, has an article on this issue which is well worth reading.

Following their surprise election win and majority, Tory backbenchers are in in a boisterous mood in the chamber ahead of the chancellor’s statement. We will now see the scale of the cuts to struggling communities, which a Labour government could have avoided or tempered.

It is a reminder how, by losing, the Labour party has let down those who need it most.

Chatter from the Westminster bubble suggests the chancellor may have some surprise cards to play today, in addition to the well briefed ‘austerity max’ measures we expect on welfare. Acting in a coalition limited the extent to which the Tories could indulge in the theatre of budget day. The freedom and clearer mandate of their majority now gives the government greater movement for catching the opposition off guard with announcements in areas in which our divisions or weaknesses may lead to a faltered response.

The Northern Powerhouse could well be one of those areas. The Queen’s Speech indicated imminent action on this contentious pilot of devolution, yet meat on the bones is still outstanding. I would be surprised if Osborne did not use this afternoon’s pulpit to announce that further powers will be on the table. Let’s hope Harriet Harman is ready to push loudly for Labour to go further and smarter.

MPs have taken their seats in the chamber for PMQs and the summer budget. At this stage before budget announcements I am always reminded of the year when, at the height of the Blair/Brown tensions, the budget the chancellor was due to announce was almost news to the prime minister, having been shared with him, and his staff like me, just moments before it was shared with the press.

No such divisions are apparent today between self-declared lame duck Cameron and potential successor Osborne. Their apparent unity is a strength we on the shadow benches would do well to remember.

With a backdrop of a Labour leadership contest, today is a clear opportunity for our party to demonstrate that we can form a strong, single voice to the country, over and above our internal wranglings as a party. The pre-briefed headlines of today’s budget should give us plenty of territory on which our alternative message can be confident, clear and strategic.

For who said Labour’s pre-election plans were Tory-lite will be regretting those statements as George Osborne stands up in the House of Commons today. Had Ed Balls been standing up today there would have been tough choices, cuts too. But nothing of the kind we will see today.

Ed Miliband’s plan to freeze child benefit in the short terms pails into insignificance as the chancellor limits child benefit to the first two children going forward. Children living in poverty are most likely to have at least two siblings.

In my last editorial, I remarked on how too many in the parliamentary Labour party ‘have failed to notice that the outcome of the election is that they do not have enough colleagues to abolish the bedroom tax and have focused instead on the fact that they now have someone in second place in their seats, in the form of the United Kingdom Independence party.’ Maybe watching Osborne in full flow is the wake up call they need so we as a party can ‘Go to the dark places‘.

We are told that today’s Budget will be a ‘bold’ one – and I think that is probably true. For a start politicians like being bold, as my friend Steve Van Riel has previously explained, and a post-election Budget is the one when a Chancellor can most easily take unpopular decisions.

But another reason to expect big announcements today is the departure of the Lib Dems (and I don’t mean because they were somehow a restraining influence under the Coalition).
In the last few years we got used to the government’s pre-Budget discussions being played out in the media. But George Osborne is now able to run a much tighter ship and that has been evident in the careful way key measures have been briefed out in the past few days.
On Monday it was the £20k welfare cap, yesterday it was the Sunday trading shake-up, and this morning it was the rise in the 40p threshold. There will certainly be at least one further big story to be revealed when Osborne stands up at 12.30.

The unanswered question is, in which direction will his boldness take him? Will we see audacious landgrabs of Labour territory, an ideological swing to the right or the miscalculated gambles of the ‘omnishambles’ Budget of 2012?

We got the sunshine and the enthusiasm this afternoon as the Lab7Scots tour  – a Scottish Lab3Seats special – hit my home seat of Edinburgh East and Sheila Gilmore‘s big local team was swelled by the welcome arrival of our friends from the south!

The sunny weather was matched on the doors as a notable number of folk who said they had left Labour in the past were now talking about “coming home”. The strong policies that Ed Miliband and Jim Murphy have been championing, especially on zero-hour contracts and the living wage, are really motivating people to vote Labour.

Sheila is one of Scotland’s hardest working members of parliament, and it was wonderful to be joined by so many Labour friends helping to re-elect her as Edinburgh East’s champion in Westminster come May.

A huge thank you to Richard and the team for their massive effort. Enjoy Glenrothes!

Our last stop of the day was to Airdrie and Shotts to campaign for Pamela Nash‘s reelection the May.

As chair of the Labour Party Irish Society, it was a particular pleasure to help out our hard-working vice president on the doorstep. She has been a great supporter of the Irish community in Britain, making sure the concerns of the diaspora community are heard loud and clear.

As the light faded our numbers grew and we made over 300 contacts with four teams out chapping doors. The seat is where Pamela was born and brought up in and she has a clear knowledge of the area and it’s issues. Support for Labour was strong. It’s clear the fact that the only way to stop the Tories getting a disastrous second term is to vote Labour.

But Pamela’s not taking anything for granted and will be out every day between now and 7 May. We all hope to see her back in parliament after polling day.

We have just finished a very productive doorstep in Cumbernauld for Gregg McClymont. Buoyed by the fact that the polls show the gap is closing quickly between Labour and the Scottish National party, this seat demonstrates how much of a difference our local Labour teams make.

There is an army of determined volunteers bracing the wind, rain and snow in Cumbernauld, Kilsyth and Kirkintilloch being led by some of the most effective board runners in the country.

We cannot wait to see Gregg back in parliament in 36 days time.

It was great to be on the campaign trail with Gemma Doyle this afternoon. It was encouraging on the doorstep – with recent polls showing a six per cent gap there is all to play for and that was very apparent here.

It alternated between bright sun and driving rain in Clydebank this afternoon as we knocked on doors for Gemma Doyle in West Dunbartonshire, just north-west of Glasgow. The county voted for independence last year but there were plenty willing to take Labour posters for the window, amid much concern about continued austerity under the Tories.

The Progress #Lab7Scots team has just finished up campaigning in Glasgow Central for Anas Sarwar – in part of Nicola Sturgeon’s constituency, so right under the first minister’s nose.

Clearly the polls don’t tell the whole picture. While there are too many SNP supporters for our liking there was a good response from many people in diverse areas, and a strong, committed team of local Labour activists who sense things are going their way.

This election will be the fight of our lives. But who says it cannot be fun?

With only 11 Thursdays left till polling day, it is great to be out on the road with Progress and the Labour Three Seats team

Today we are campaigning with Paula Sherriff in Dewsbury, Jamie Hanley in Pudsey, and Veronica King in Elmet and Rothwell. Together they represent three of the 10 target seats that Labour need to win back across Yorkshire and the Humber, with a combined majority of fewer than 8,000 votes that we need to overturn.

I know from my previous visits here that Paula, Jamie and Veronica are all hugely committed campaigners and fighting hard to win. If we want Ed Miliband to walk into Downing Street, then we need to give them our every support. That is why the Labour Three Seats challenge is so welcome.

It is what inspired my own three seats trip to Brighton a few months ago, and my nine day, nine region #LabourDoorstep marathon in January. It is a great way of energising our campaign, getting new people involved, and providing crucial support to those key seats that will decide who our prime minister is on 8 May.

In the first half of this week alone Labour Three Seats has engaged more than 130 activists, clocked up nearly 300 volunteer hours, and made close to 2,000 contacts. It shows what we can achieve when we campaign with a sense of mission rather than feeling like it is a household chore.

It is that essential spirit that the Labour Three Seats challenge has brilliantly captured. When the history of the 2015 campaign is written, I am convinced that it will be efforts like this by Labour supporters across the country that people will say made the difference.

On the day Ed Miliband was in the West Midlands giving a speech on Labour’s plan for prosperity, we were out in force having hundreds of conversations in Worcester, Redditch and Birmingham Yardley talking to voters about what matters to them, and what a Labour government will deliver. A week after the 10th anniversary of the Fabian Women’s Network I’m also really proud to have campaigned today for three amazing women candidates – Joy Squires, Rebecca Blake and Jess Phillips – all of whom are outstanding candidates and will be outstanding MPs. The Labour Three Seats Challenge is on – join us this week.

Out on the doorsteps in the seats we need to win there’s zero love for the Tories, clear contempt for the Lib Dems and a lot of voters still making up their minds. That’s our opportunity. We’ve got brilliant candidates – like Jo McCarron, David Drew and Sophy Gardner – and a message that connects with the sheer sense of betrayal people feel for this government.

Right now people want purpose, hope, ambition not drift for the future and above all a party that believes action speaks louder than words. That what we’ve got – and that’s why we’re going to win.

Sophy, Jo and David are doing a fantastic job of taking the fight to the Tories and it was a real pleasure to support them on the 3 Seats Challenge.

My constituents, as well as families in Gloucester, Kingswood and Stroud, desperately need a Labour government that will back their efforts. It could not be more important to fight and win these seats, so that we can increase the number of Sure Start places, guarantee young unemployed people a job and support those who are caring for loved ones.

The dedication our activists show is incredible, and it does not go unrecognised – thank you! We owe our Labour victories to our members, and it is the conversations you have on the doorstep that will enable Ed Miliband to walk into Downing Street on 8 May and give my constituents in Leicester the best chances in life.

And they are off

Last Christmas a group of us were putting the world to right. Our friend had just completed the ‘three peaks challenge’. I joked ‘we should do a Labour version’.

We have never looked back. Since January 2014 the Labour three seats challenge has been to 36 seats and made thousands of contacts. We have been supported by excellent politicans including Liz Kendall (shadow minister for care), Rosie Winterton (opposition chief whip) and Toby Perkins (shadow small business minister). Dan Jarvis (shadow minister for youth justice), Young Labour and Tessa Jowell have copied the model and done their own.

Each challenge has found new activist for Labour and provides training for first time campaigners. We run with two rules: keep it fun, keep it inclusive.

We are using the half-term to take #Lab3seats on tour. We are planning 24 seats, 8 challenges in 7 days. Everyone who wants a Labour majority is welcome. Let us know if you want a lift. You can follow our journey on Twitter and through this live blog.

The final announcement from your in-flight team

As everyone passes through customs at the end of Operation Flight I want to stop and thank everyone who made this possible.

First, your cabin crew, the Progress staff and volunteers who have taken a lead in the nine seats Labour is targeting where the incumbent Conservative or Liberal Democrat member of parliament is standing down.

In addition the 15 Labour MPs and MEPs, especially our chair John Woodcock MP, who took the captain’s seat and led the campaign days from the front.

Close behind were the Progress strategy board members – those you have decided to elect to lead the organisation. Based across the country, many doing the hard graft of being a councillor, they show Progress at its best.

The support from Labour Students, LGBT Labour and Community Union as they pilled in behind was crucial to the success of the day and shows how vibrant our movement is.

The party staff – we have excellent organisers – they do our party and our politics proud and these events always take more organising that anyone ever acknowledges.

Finally the 213 volunteers who turn out in all weathers and knocked those doors. That is nearly 500 volunteer hours.

Together we started 4526 conversations. Broken down by seat that is:

Erewash: 498
Hove: 930

South Ribble: 454

Our candidates across the country are the heros of this election campaign. I do not know anyone in the 106 target list that is not going above and beyond to get Labour that extra MP. Everyone in Progress was proud to be out campaigning with their #OpFlight Labour candidate. They have all had different flight paths to Labour but the destination is the same: a one-term Tory government brought to an end and a Labour majority to make this country fairer, stronger and working for all.

This week our leader Ed Miliband promised we would make four million conversations. In just nine seats we started well over 4,000 today. Lots done, lots to be done but either way bring on 7 May.

‘I’ll be voting Labour next time’

Ed Miliband has said he want to have 4 million conversations by 7 May 2015.

Today over 50 volunteers who knocked on doors in Cardiff North talking to them about how they plan to vote in May.

The Tories are outspending us in this campaign. But people are fed up with politics so in these cynical times when all politicians are supposed to be the same, when social media sees so many of us staring at phones rather than connecting with the people around us then knocking on someone’s door is wonderfully old-fashioned and powerful. We often don’t even knock on the doors of friends or family without texting them first.

Here are two great conversations from today:

Louise hadn’t yet decided who she’d be voting for. She’s a single mum who had started her own business and taken on cleaning jobs to make ends meet. She struggled with the cost of child care and school lunches. Determined to stay in work she wants the system to reward her efforts.

Amy answered the door with her two young children. She told me. ‘I’m training as a nurse. The NHS is really important to me so I’ll definitely be voting Labour this time.’

Not every conversation is so positive but even those who are not voting Labour or even those who don’t vote generally appreciate the call.

If there is one thing you do to help Labour win in May 2015. Try joining a door knocking team. If you like talking to people you’ll enjoy it. Positive, productive and powerful.

Dispatch from the doorstep Erewash

At the start of the year Ed Miliband set us a challenge – to have 4 million conversations with voters on the doorstep before 7 May.

That’s a huge challenge but one we must meet if we are to get rid of the coalition in May and secure a Labour government that will put people before profit.

But if we’re going to meet that challenge we’re going to have to campaign like we’ve never campaigned before.

And we will be tested like we’ve never been tested before.

Our opponents will try to out-spend us, out-organise us, out-manoeuvre us and they will be helped by a largely hostile media. Smear, fear and division will be their objectives.

On the NEC we’ve prioritised funding for over 100 campaign organisers who are working in key marginals across the country and we’ve had candidates selected earlier than we’ve ever managed before. But they need your help.

You are our best weapon in what will be the fight of our lives.

We know you can do it. Your efforts in the months leading up to last years elections saw us knocking on 7 million doors during the campaign – securing 338 council seats, taking control of 9 councils and giving us the best results on the European stage for 20 years. But the stakes in the forthcoming general election are even higher.

I’ve always stood as an independent candidate in the NEC elections. I don’t like slates and I don’t like factions. So I don’t always agree with Progress.

But I’m out today in marginal Erewash with Dan Jarvis to help our excellent candidate Catherine Atkinson get elected as part of Progress’s Operation Flight. I’m doing that because, for all our differences, the thing that should unite all of us in the next few months is the campaign to get our Labour candidates elected. That’s why tomorrow I’ll be back helping out Neil Coyle defeat Simon Hughes in Bermondsey & Old Southwark, why I’m heading to Grimsby later in the month to help Melanie Onn in Grimsby and why, wherever I see members organising to get our candidates elected, I’ll try to support their work in any way I can.

Because none of us wants to wake up on 8 May and wish we had done more.

I look forward to seeing you in the campaign trail!

Dispatch from the doorstep | Redcar

Have just met the third person today who is hit hard by the bedroom tax. Thankfully only 117 days until we can vote out the nasty government who has doggedly pursued this policy and left good people doing the right thing by their family in strife and desperation. I was able to proudly say Labour will abolish this promptly when elected.

But words are cheap. These people need action: it is for good people here in Redcar and across the country – safe seat and marginal alike – that we need to win this election. Falling short lets them down and means we are not living up to our responsibilities.

I am proud to be out campaigning for candidates like Anna Turley who will hold their heads high as they walk through the voting lobby to abolish the bedroom tax and the misery it brings.

“South Ribble doesn’t have an MP. Well we do in name, but…”

That was a tweet to me from a Leyland resident last week, when he saw that Operation Flight was coming to his constituency.

In South Ribble we don’t just have an incumbent taking flight: we have an incumbent who packed her suitcase in 2013 and had been standing at the door ever since. She wound up her Whitestake constituency office, but ‘forgot’ to tell residents, update her contact page or notify the local authority for nine months. Her registered home is 200 miles from the constituency. 

No wonder I hear comments like this Leyland resident’s tweet week in and week out.

What’s really galling is that this all happens when public confidence in politics is so low. How can we wring our hands and wonder why some people in South Ribble are frustrated and feeling utterly disenfranchised, when for the last four and a half years their experience of politicians had been a Tory MP who seemed to lose interest as soon as she was elected: who votes for the NHS shakeup, the bedroom tax and VAT hikes but isn’t even in the constituency often enough to be held to account by the people who put her there. Who flees before her constituents get the chance to vote her out.

Operation Flight is our chance to show a community that has been paid a massive disservice, that Labour is listening. While the Tory MP corrodes local confidence in politics, South Ribble members have spoken individually to more than 22,000 residents since Fullbrook announced she was taking flight, and today’s campaign will be a clear sign that there are politicians and activists who are interested in hearing what residents have to say, who will campaign for them, and who do care – very much.

Redcar | Anna Turley

Redcar, east of Middlesbrough, has one of the larger majorities in a Labour target seat, although the party can legitimately hope that the extraordinary result in 2010 (a Liberal Democrat gain on a 22 per cent swing) in this working-class seat was a freak. Liberal Democrats are particularly dependent on personal votes, and when Ian Swales declared he would stand down the seat went from being a tough contest to one where Labour is the strong favourite. Labour led by 26 percentage points in an Ashcroft constituency poll in autumn 2014.

Anna Turley started her career as a civil servant but became a special adviser to David Blunkett and Hilary Armstrong. Her policy interests are local government, equality and social inclusion, and she is a warm and down-to-earth person, with roots in County Durham.

South Ribble | Veronica Bennett

South Ribble, as the name suggests, is on the south bank of the River Ribble, including Leyland, some Preston suburbs such as Penwortham, and some flat west-Lancashire countryside. It was lost to Lorraine Fullbrook on a high swing of over eight per cent in 2010, having been a Labour gain in 1997.

The Conservatives were holding on well in the local elections in 2011 and 2013, and, despite the MP’s retirement, it remains one of the tougher nuts for Labour to crack. Labour’s young candidate Veronica Bennett, who first became politically active in 2009, is up for the fight; she gained a previously Conservative ward in neighbouring Sefton council.

Dudley South | Natasha Millward

This constituency, in various guises, has voted for the winner in every election since 1970 and it was no surprise when the Conservatives gained this classic Black Country marginal seat in 2010. Chris Kelly is one of the more surprising retirements after one term, as he has been regarded as an MP not short of ambition and potential.

Dudley South is potentially one of the trickier contests because of Ukip. Labour had a tiny (0.4 per cent) lead over the populist party in the 2014 local elections, with the Conservatives another four points behind it. The Labour candidate, Natasha Millward, was born locally, has worked in education, and is a Unison organiser.

Cannock Chase | Janos Toth

Cannock Chase produced one of Labour’s worst results in the 2010 general election, with what had looked like a safe seat being lost on a mammoth swing of 14 per cent. It was not the first time the industrial and former mining Cannock area had rejected Labour, as the seat was also lost on big swings in 1970 and 1983. But the Conservative hold on the seat has been weakened by the antics of single-term MP Aidan Burley in France and on Twitter, and Labour enters the election as favourite to regain the seat.

There is potential for the United Kingdom Independence party in Cannock and other white working-class marginal seats. In the local elections this year Labour had a narrow lead over Nigel Farage’s party with the Conservatives in third place.

Labour candidate Janos Toth is an experienced local councillor in Cannock Chase and he currently works for a cancer charity. His parents fled communist oppression in cold war eastern Europe.

Erewash | Catherine Atkinson

Erewash is in south-east Derbyshire between Derby and Nottingham, and includes Ilkeston and Sandiacre. It is an unpretentious slice of middle England. Except in 1974, this area has voted for the national winner since 1959, but the Conservatives will have to do without the incumbency boost in 2015 because barrister-turned-MP Jessica Lee is standing down.

Local election results in 2013 were fairly good for Labour, with a nine-point lead over the Conservatives, but Ukip polled well too (22 per cent) and mostly white, non-metropolitan areas like this may be that party’s most fertile territory. Labour’s candidate is Catherine Atkinson, who lives with her family in Sandiacre and, like Lee, is a barrister.

Hove | Peter Kyle

The Conservatives won Hove, the genteel section of Brighton and Hove city, by default in 2010. Their 36.7 per cent vote had hardly changed since 2005 but Labour’s splintered. Given the collapse of the left-leaning element of the Liberal Democrat vote, the Conservatives are at risk given that Mike Weatherley is standing down after a single term. However, Labour led only narrowly in a local Ashcroft poll.

Labour’s candidate is Peter Kyle, who is a charity worker in the area of youth unemployment and in the 1990s did charitable work for children in war zones. He has Whitehall experience as a Cabinet Office special adviser for a year.

Brent Central | Dawn Butler

Brent Central in north London was a new constituency in 2010, formed from the merger of Brent South (solidly Labour) and Brent East (Liberal Democrat since 2003). Its inaugural contest was between the two members of parliament. Brent East’s Sarah Teather prevailed over Brent South’s Dawn Butler. Teather is standing down after an uncomfortable parliament, having first been elected on a left-of-Labour anti-war vote in 2003 and finding herself in government with the Conservatives.

This should be one of the easier Labour gains – local elections and polling by Michael Ashcroft shows Labour over 30 points ahead. Butler is standing again, and should resume her parliamentary career. She was minister for young citizens and youth engagement in the Labour government and may well return to Whitehall with a less clunky title in 2015.

Cardiff North | Mari Williams

Cardiff North is a mostly middle-class suburban area of the Welsh capital, which seems to have been swinging gradually in Labour’s favour over time. It was represented by Julie Morgan from 1997 to 2010 in Westminster and since 2011 in the Welsh assembly. Her loss was by a small margin on a low swing. Labour’s candidate in 2015 is Mari Williams, locally raised and a former deputy headteacher who has also served on the Fabian Society executive. Labour morale locally will have been boosted by the regain of the assembly seat, good results in the local elections in 2012, and an 11-point lead in an Ashcroft poll. Outgoing Conservative MP Jonathan Evans previously served a term as an MP for another marginal seat, Brecon and Radnor, from 1992-97.

Historic numbers of Tory MPs are abandoning David Cameron after just one term. Seven of these are in seats Labour is targeting with first class candidates, well trained organisers and a compelling vision for the British public.

Just this week Ed Miliband kicked of Labour’s general election campaign. This is a once in a generation fight about who our country works for. A choice between a Tory Britain that works just for a privileged few at the top or a Labour Britain that puts working people first, deals with the deficit and protects our NHS.

We have set a goal of holding four million conversations with people in just four months about how we change our country. I applaud Progress’ Operation Flight launching this weekend with members across the country on the frontline campaigning all out for a Labour majority. Operation Flight is lift off.

North Warwickshire | Mike O’Brien

The Conservative majority in the semi-rural constituency of North Warwickshire stands at a slender 54 votes. Explorer and former army officer Dan Byles is standing down after only one term in parliament to ‘pursue new challenges’.

North Warwickshire consists of two elements – the solidly Labour town of Bedworth, lying between Nuneaton and Coventry, and a more mixed rural area to the west containing former mining villages and some Birmingham commuter suburbs like Coleshill. Labour did well here in the 2013 county elections and led by 11 points in a poll by Michael Ashcroft. Mike O’Brien is a familiar face in Warwickshire. He gained the seat from the Conservatives in 1992 and represented it for 18 years. He was a minister throughout the Labour government, serving in six different departments. It would not be surprising if he resumed his role as a safe pair of hands in the middle ranks of government after 2015.

This autumn statement was about Tory failure. Ed Balls did well with his challenges, and especially to point out the Office for Budget Responsibility assessment that Tory borrowing over this parliament is £219bn higher than predicted. He set out the attacks for Labour to make on the Tory’s economic record: failure to cut the deficit, failure to improve living standards, collapse of tax revenues and weak growth in the economy. These are the faultlines that will undermine the Tories’ electoral credibility on an issue where they still hold some sway with the public.

Then there were the electoral sweeteners on the NHS, for women pensioners, home buyers, families who can afford holidays abroad, and the measures to woo voters in traditional Labour areas, with promises of the ‘northern powerhouse’. Over the coming days we will see what they will add to the £23bn black hole in the government finances. Osborne has made clear that he wants spending cuts, not tax increases to plug the gap. According to OBR figures, that would mean, if schools, health and overseas aid are protected, cuts of 43 per cent over the lifetime of the next parliament.

Osborne’s is a vindictive policy of despair. Having failed to keep his commitments on the economy, he’s taking it out on the public services in measures that will make his austerity seem profligate. But public patience is wearing thin, and it will be the two Eds who put the economy back on track next year.

Sheila Gilmore, Edinburgh East – says that the position is close to where we were at the start of the recession. She calls for a solution to the high rents, low wages poverty trap which has caused such misery, and especially the high spend on housing benefits. She’s right on the high rents. Nine million people are now privately renting, including over 1.3 million families with children. And renters are playing on average over £1,000 a year more in rent than in 2010 – renting is now the most expensive form of tenure. Shelter report deals with much of this when it says 500,000 people risk losing their homes.

For many people in Northampton the real challenge is to be able to afford to get to University in the first place. We have above the average of people without skills in the jobs market. Improving skills and opportunities means providing more support for Further Education – now facing huge spending cuts – and then providing more entries into higher education.

People who do post graduate degrees are often the lucky ones. Favouring them over those struggling to get onto the further/higher education ladder makes little sense.

Living standards and wage  –  down, as wages have not kept pace with prices for 52 out of the last 53 months.  Average person now £2,000 worse off.

Tax revenues – down, even by the cautious OBR figures. Tax revenue lost because of stagnating wages.

Deficit –  up even by the Government’s figures. and national debt due to rise next year.

Growth – weak. Forecast to slow down next year. So we’ve had one good year. Three quarters of EU countries have done better than us.

The section on pensions is interesting. It’s targeting the grey vote, and especially pensioner women, who generally outlive their husbands and will benefit from the concessions for spouses on pensions and ISAs.  There’s a lot of clarity needed about the changes, but for people retiring now there’s the prospects of getting money to pay off the mortgage, do up your property.

And on property measures. The expected overhaul of stamp duty to ease the problems of the cliff edge.  But it won’t solve the problems for most people on average earnings. The reason why record numbers of people are in rented property is because of high house prices relative to low wages.  And the pressures on people in housing are of increasing rentals, especially when there’s no commensurate increase in housing benefit.

£275,000 as an average house price is out of reach for someone on average earnings – a ten to one ratio.

What we need to see are the overall costs of Osborne’s measures. He’s just frozen fuel price duties again. That will have an impact on his black hole.

A £23 billion black hole does not mean there is an underspend of £2 bn for the NHS. Note that he has especially mentioned GP services, when everyone knows that is down to training and GP recruitment.

Spending cuts have seriously damaged frontline services. In Northants six children’s centres face closure, there have been cuts to mental health and dementia care services.

And here’s a lifeline to the Church community.  And air ambulances. And hospices.  What we need is a big injection into primary care services that support the many people living with continuing healthcare needs.

So now he comes to his black hole which he says is £23 bn.  He says he’s paying less on welfare reform, but estimates are that he’s spending £25 bn more than had been targeted in 2010.

So he’s also confirmed that he will fill the gap by spending cuts – not tax increases.  Those cuts will be vicious – he’s trying to hand a poisoned chalice to an in-coming Labour government.

Austerity cut 1 % off GDP – this second tightening will do yet more damage.

Osborne’s deficit figures are a smokescreen. He had committed to wipe out the deficit this year. The last budget predictions for this year were a big increase on the 2010 prediction. And for this year it’s predicted to be £91.3bn up from the early predictions of £86.6bn. His statements defy gravity.

Osborne talking about growth – he talks about just the last year. The employment figures are ropey. There are new jobs, but many of them part-time or on zero-hours contracts. One estimate has the hidden rate of unemployment at 8 per cent, taking into account under-employment. There’s a big difference between the macro statistics he is quoting and the reality on the ground. Low paid men have lost 70p an hour, women 40p.

He quotes living standards for those in work for more than a year. This is because new entrants to the labour market are in lower paid jobs and have not seen improvements in their pay over the year. 66 % are earning below the living wage.
