This short ‘green paper’ is consultative in nature. It makes proposals for further progress intended to meet changing public expectations after Labour’ s first decade in power during which overall crime has fallen but fear of crime remains high. It then asks a series of questions to encourage feedback from a wide range of interested groups and individuals.
